During his tenure on the City Council and as Mayor of Prescott, water use, conservation, and management have been a focal point for the city's leader. He emphasizes that current water management strategies will significantly impact future generations. Initially focusing on local water use issues, his efforts have expanded to include participation at the state level.

Before joining the council, he was already aware of Prescott's water challenges, including those related to the Prescott Active Management Area and development requirements for a 100-Year Assured Water Supply. Understanding state regulations is crucial for developing effective local plans.

He became involved with the Citizen Water Advocacy Group (CWAG), serving on their Public Policy Committee. This experience provided him with insights into regional water policies and politics.

As Mayor, he collaborated with the Council to establish a revised water policy aimed at regulating development through controlled water allocation. This led to forming an ad hoc committee to review water requests and establishing a Water Issues Subcommittee to monitor these allocations against available resources.

The city has also intensified efforts to promote individual conservation through educational initiatives and rebates for installing efficient appliances and landscaping materials.

Additionally, he joined a Rural Groundwater Working Group involving citizens and leaders from northern Arizona. As part of the Northern Arizona Municipal Water Users Associations (NAMWUA), he has served as board Chairman for three consecutive terms.

State-wide concerns about aquifer protection have grown due to foreign acquisitions of land and intensive agricultural development in Arizona. New developments in Maricopa and Pinal Counties also raise questions about sustainable water supplies. The Mayor was invited to support the Governor's initiative for crafting comprehensive state solutions alongside other rural leaders.
