The governor of Arizona has signed HB2115 into law, a measure sponsored by State Representative Quang Nguyen. The legislation aims to expand the state's criminal code to enhance protections for minors against sexual exploitation.
Under HB2115, individuals who knowingly observe a nude minor for sexual gratification can be prosecuted for sexual exploitation of a minor. This offense is classified as a Class 2 felony and considered a Dangerous Crime Against Children if the victim is under 15 years old. The law also strengthens language regarding child sex dolls and ensures protections for close-in-age consensual relationships under existing Arizona law.
"This law closes a dangerous and sickening loophole," said Chairman Nguyen. "Anyone who seeks out or watches a nude child for their own sexual gratification is engaging in predatory behavior and should be treated accordingly. Arizona won’t tolerate this. HB2115 gives law enforcement and prosecutors a stronger hand in protecting our kids and putting predators where they belong—behind bars."
The bill passed unanimously in both chambers, with a 59-0 vote in the House and 25-0 in the Senate.
The enactment of HB2115 is attributed to Chairman Nguyen's leadership and the efforts of House Republicans to fulfill the House Republican Majority Plan. By closing loopholes and providing law enforcement with stronger tools against child predators, this legislation underscores the Majority's commitment to public safety, protecting children, and ensuring laws favor victims over offenders.
Quang Nguyen serves as a Republican member of the Arizona House of Representatives for Legislative District I in Yavapai County and chairs the House Judiciary Committee.
