House passes bipartisan bill supporting tribal business owners

On February 29, 2024, the U.S. House of Representatives passed the Native American Entrepreneurial Opportunity Act, a bipartisan bill introduced by Rep. Sharice Davids (D-KS) and Rep. Eli Crane (R-AZ). The legislation aims to support tribal entrepreneurs who face complex hurdles regarding tax implications, property rights, regulatory burdens, and lending.

The Native American Entrepreneurial Opportunity Act officially establishes the Office of Native American Affairs (ONAA) within the Small Business Administration by adding it to the Small Business Act. The bill outlines specific responsibilities for ONAA, including establishing a working relationship with tribal groups and targeting SBA programs related to entrepreneurial development, contracting, and capital access.

By codifying ONAA into the Small Business Act, the bill increases oversight of the office by requiring annual reporting to Congress. This measure ensures that Congress can practice proper oversight of ONAA’s activities and effectiveness going forward.

“While Tribal entrepreneurs should have the ability to access SBA’s programs just like anyone else, these communities don’t currently experience adequate access or outreach. It’s essential that they receive specialized expertise to assist them in navigating the unique complexities of running a business on a reservation – complexities mostly created by the federal government,” said Rep. Crane. “As the representative for over half of Arizona’s Tribes, I’m pleased to see the House pass our bill, which would serve Tribal citizens of AZ-02 well.”

“Our economy depends on the success of our small businesses. That’s especially true in Tribal communities where Native-owned businesses are crucial employers on reservations and their surrounding areas. I’m proud that our bill, which breaks down barriers for Native entrepreneurs, passed the House with bipartisan support, showing us all that support for Native communities goes beyond party lines,” said Rep. Sharice Davids.

Rep. Crane encourages representatives from this office to visit tribal communities in Arizona’s 2nd Congressional District and begin a dialogue with small business owners who may be unaware that this office exists. Doing so will allow ONAA to adjust and enhance their programs to best serve tribal small business owners.
