The Arizona House of Representatives has passed a bill aimed at protecting state residents from foreign government intimidation. The legislation, known as HB2374, was sponsored by State Representative Quang Nguyen. It seeks to increase penalties for crimes committed by foreign agents and prohibits unauthorized foreign law enforcement activities within Arizona. Additionally, the bill directs the Arizona Department of Public Safety to create a training program for law enforcement to identify and respond to transnational repression.
Representative Nguyen, who is also the Chairman of the House Judiciary Committee, emphasized the importance of this legislation due to the growing threat posed by foreign adversaries operating in the United States. "I fled communist Vietnam as a child, so I know firsthand the devastating impact of government repression," said Nguyen. "No one in Arizona—no one in America—should have to live in fear of harassment, intimidation, or assault by foreign agents."
HB2374 addresses concerns about foreign governments using intimidation tactics against dissidents and activists living in the U.S., with particular focus on actions attributed to the Chinese Communist Party (CCP). In past incidents, Chinese secret police have reportedly established illegal operations in New York City to monitor expatriates. The bill aims to equip Arizona law enforcement with tools to recognize such crimes and protect victims.
The legislation proposes increasing felony classifications for crimes like stalking and harassment when committed by foreign agents. It also makes it a Class 2 felony for unauthorized foreign law enforcement agencies to operate without approval from state or federal authorities.
House Republicans have prioritized individual rights and public safety in their agenda, and HB2374 is part of this mission. The bill will now proceed to the Senate for further consideration.
Quang Nguyen represents Legislative District 1 in Yavapai County and serves as Chairman of the House Judiciary Committee.
