Arizona’s HB 2763 progresses with bipartisan backing to safeguard shooting ranges

House Bill 2763, sponsored by State Representative Quang Nguyen, passed the House Judiciary Committee with an 8–1 vote. The bill aims to prevent the unilateral closure of Arizona’s public shooting ranges by requiring legislative approval before the Arizona Game and Fish Commission can close certain state-owned ranges near large cities. This adds legislative oversight to existing requirements like public hearings and commission approval.

Representative Nguyen said, “This vote shows there is broad agreement that decisions affecting public safety, transparency, and long-standing public facilities should not be made behind closed doors.” He emphasized that HB 2763 ensures decisions are made openly and with accountability to the public.

The bill affects the Ben Avery Shooting Facility in north Phoenix, a significant site for firearm safety training and other activities. Nguyen highlighted that closing established ranges could push shooting activities into unregulated areas, posing safety risks and environmental damage.

Nguyen noted that “with bipartisan support already on record, this bill is well positioned as it moves forward.” The bill now advances to the full Arizona House of Representatives for consideration.
